Operation of a garbage pick-up or solid waste disposal service to customers within the city limits without a license is hereby declared to be a misdemeanor, with a fine upon conviction of not less than twenty-five dollars ($25.00) nor more than two hundred dollars ($200.00) per offense. Each day that a violation occurs shall be considered a separate offense.
