§ 8.28.11. Loitering.

It shall be unlawful for a group of two or more persons to congregate and linger at any location on the premises of such business for a purpose other than engaging in commercial transactions with said business over a reasonable length of time. Persons so congregating shall be deemed guilty of loitering and subject to the penal provisions hereof.
