The amount, if any, of a tax, fee, charge or imposition of any kind required, demanded
or exacted by or on behalf of the city on any account, other than ad valorem taxes
on property, shall operate to reduce to the extent of such tax, fee, charge or imposition,
the amount due from the percentage of revenues as provided in section 4.28.12 above.
