There is hereby granted by the city to the company, subject to the terms and conditions
hereinafter set forth, a franchise for the right and privilege to construct, erect,
operate, maintain, utilize, and own a system, including all poles, wires, cables,
fibers, underground conduits, manholes, and other telecommunications fixtures and
appliances necessary or convenient for the construction, maintenance and operation
in this city of the system and any lines connected therewith, including, but not limited
to, the rendition of local and long distance telephone service, in, upon, across,
along, above, over, and under the public ways now laid out or dedicated, and all extensions
thereof and additions thereto, located within the city.
