It is hereby declared a misdemeanor for any person, firm or corporation carrying on
a business, profession or occupation within the city to fail and/or refuse to comply
with any of the provisions of this ordinance. Upon conviction for such violation,
the offender shall be fined in an amount not less than five hundred dollars ($500.00)
for each separate violation, payable to the city; provided, however, in no case shall
the fine be in excess of double the amount of the license fee provided, together with
costs.
