That pursuant to A.C.A. § 16-17-111, a sum of five dollars ($5.00) is hereby levied
and shall be collected by the clerk of the city district court in addition to all
other costs now or as hereafter may be provided for by law, to be levied and collected
from each defendant upon each plea of guilty, nolo contendere, forfeiture of bond,
or determination of guilty for misdemeanor or traffic violations in the city district
court.
Said costs shall be used for any permissible use in the administration of the city
district court including, but not limited to, salaries and cost of incarceration of
defendants and shall be collected from both city docket and county docket cases, regardless
of whether the violation occurred within or outside of the municipality's boundaries,
for the benefit of the administration of the district court in the city.
