A.C.A. § 14-56-401 et seq. sets forth specific procedures for initiating and creating a planning commission. The city council hereby establishes a restructured planning commission for the city. During the general election of 2001, the city was redistricted into four equally represented wards, numbered Wards 1, 2, 3, and 4. Therefore, the planning commission will consist of eight members who will serve with compensation. The eight positions on the planning commission shall be known as:
Ward 1 — Commissioner position 1 and 2

Ward 2 — Commissioner positions 1 and 2

Ward 3 — Commissioner position 1 and 2

Ward 4 — Commissioner position 1 and 2
