§ 12.04.15. Bylaws.

  • The parks committee shall have the authority to establish its bylaws. This authority shall apply only to its internal procedural matters and shall be consistent with all applicable legal and statutory authority, including but not limited to state and federal laws, regulations, and city ordinances. Parks committee members may draft and propose rules and procedures, but no such rules and procedures shall become final without a majority vote of the city council. The parks committee members may debate, prepare, draft, and present proposed ordinances, regulations and/or amendments to existing ordinances, regulations and/or amendments to the city council for adoption at its next regularly scheduled meeting. However, under no circumstances shall such proposals be submitted less than fourteen (14) days prior to a regularly scheduled city council meeting, except in cases of emergency. Notwithstanding any of the foregoing, committee members may not establish policies for the city or the committee without prior approval of the city council. A two-thirds majority vote of the city council shall be required to repeal the ordinance from which this section is derived.
